The Costa de Oro Master Plan was designed to allow the Government of Costa Rica to create a Regional Development Authority which would control the tourism and general infrastructure development over an area of 80,000 hectares including the existing Liberia International Airport. Presidents Figueres, Rodriguez and Pacheco all had great input into the Master Plan which was designed to be self sustaining.
